China’s Policy for Exporting Vinyl Gloves
On April 10, 2020, China implemented a new regulation for vinyl glove exports. Policy No. 53 (part of the Export Commodity Inspection Law of the People’s Republic of China) affects the exportation of medical and non-medical grade vinyl gloves, medical devices, and other PPE from China.

The Chinese Custom’s Agency requires that a “Qualified Card” be provided with all shipments of PPE, including vinyl gloves. The following information must be included in Chinese on the “Qualified Card”:

• Product name
• Test result
• Regulatory Standard
• Production date
• Shelf Life
• Lot Number
• Manufacturer
• Manufacturer address

The manufacturer must insert a qualified card in each carton of gloves, as well as each individual box of gloves, as shown in the examples above. Chinese customs will conduct random inspections of exported goods to ensure compliance with this new policy. If the producer fails to comply three times, Chinese customs will hold all shipments and investigate further.

Because most of the world’s vinyl gloves are produced in China, this new regulation will affect all suppliers.
